Which stage of cancer does metastasis occur

I'm looking for some help understanding when metastasis occurs in the stages of cancer. I'm not sure if it happens before or after the initial cancer diagnosis. Does anyone have any knowledge or experience with this? I'd really appreciate any advice or input from the forum.
