What does 'kindly crowd' mean

I'm not sure what 'kindly crowd' means and I'm hoping some people here on the forum can help me out. Does anyone have an idea of what it could mean? Is it a phrase used in a certain situation or context? Is it a proverb? I'm trying to understand the phrase better and any help would be appreciated.

I'd love to get some insight from other users and hear any interpretations or thoughts they may have.
