What does an Apgar score of 3 indicate

I'm really hoping someone can help me out with this. I'm trying to understand what an Apgar score of 3 indicates. Is this a low score or a normal score? What kind of health risks does it indicate? I'm really confused and I'd love to hear what other people know about this.

An Apgar score of 3 indicates that a newborn baby is in serious distress and may need immediate medical attention. This score is given shortly after birth and is based on five criteria: heart rate, breathing, skin color, muscle tone, and reflexes. A score of 3 is the lowest possible score and indicates that the baby needs immediate medical attention.
