Do I have bad interpersonal skills

I'm feeling really discouraged and I'm starting to think that I might have bad interpersonal skills. I'm finding it hard to make and keep friends, and I have a hard time communicating with people I don't know. I'm wondering if anyone else has ever experienced this and if so, what did you do to overcome it? Can anyone give me some advice on how to improve my interpersonal skills? Any help would be greatly appreciated.
