Can you breathe 14% oxygen

I'm having trouble understanding something and could really use some help. Can you breathe 14% oxygen? I always thought that the normal oxygen concentration in the air was around 21%, so I'm a bit confused as to why I've heard that 14% can also be breathed. Is this possible? Is there any special equipment or techniques required to do this? I'm looking for any advice or information that might help me better understand this topic.

The answer to this question is no. Humans need more than 14% oxygen to breathe. In general, people need at least 20.9% oxygen to stay alive and healthy. Anything lower than that may result in health complications, as the body is unable to get enough oxygen to function properly. Additionally, oxygen levels below 19.5% can cause people to experience dizziness, lightheadedness, confusion, and other symptoms.
